i ordered something from a company was charged and never recieved the product

i ordered a product on line from frontier pharmacy in the amount of29.88 with a19.95 charge for rx membership fee.the 29.88 was not suppose to be billed until the product was shipped.three days days later my credit card wascharged for the product and the 19.95 that is supposed to be non refundable. if the 19.95 is for rx membership and i recieve nothing why are they charging for that fee? i have tried to call with no success.i cannot even leave a message they cut me off.ileft amessage on the chat line with no response.ijust sent aletter to the company canceling the order completly stating i am diputing it with my credit card company.please help.
